Suggest create new comment instead of update it if the comment was created a long time ago

Summary

A quick one or two sentence summary of the feature

Description

Because if the created comment is old, it’s hard to found it again because it will have too many comment, and gh will auto hide the old comments although it was updated. So I think create an new comment is better. Thanks

@a1012112796, you can specify this in the yaml here. Unfortunately, we will probably not implement a way to say x number of days or comments later.
