Time elsapsted indicated in the recent commits should be TZ-aware

Description

It seems that the time elsapsted indicated for each commit in the “recent commits” is based on UTC+0. This leads to messages such as " in %d hours" at the bottom of the commit summary

Expected Results

If possible this time should be based on a new YML setting or a setting from the organization / user (e.g Codecov).

Hi! We’ve filed a bug to get this resolved for you, I believe the intended functionality is showing the time of your commit relative to your local time.
