Cannot activate the 5th user on free account

Hi, we have 5 user on the team, CodeCov free tire, but it looks like only 4 can be activated.

Steps to Reproduce

1. Go to Account, Users
2. See the list of users

Expected behavior: expect to be able to activate all 5 members

Actual behavior: only 4 of 5 members can be activated

Flakiness? Happens all the time. I can deactivate one of the users and activate another one, but not all 5 at the same time.

Additional Information

Screenshot attached. The Activate button is disabled for the 5th user.
